Allows voters in townships located in counties with populations of 2,000,000 or more to vote on discontinuing the offices of Highway Commissioner and/or Township Assessor through referendum initiated by petition of at least 10% of registered voters or by township board resolution.

If voters approve discontinuation of the Highway Commissioner office, the county superintendent of highways or county engineer assumes those duties; if the Township Assessor office is discontinued, the county supervisor of assessments or county assessor assumes those duties.

Discontinuation of the Township Assessor office also requires cessation of the Township Collector office and makes county board members serve as the board of health for the public health district.

Assets of the Highway Commissioner office are appraised and distributed equally between the county and township if that office is discontinued.

Petition signatures must be collected within 90 days of the filing deadline and must comply with form requirements; the bill becomes effective immediately upon passage.
