IL HB4974

Adds "threat of force or violence" to the definition of mob action in paragraph (1) of subsection (a), alongside the existing "use of force or violence" provision.

Elevates mob action under paragraph (1) from a Class 4 felony to a Class 3 felony.

Separates paragraphs (2) and (3) of subsection (a) into distinct offense categories, with paragraph (2) remaining a Class A misdemeanor and paragraph (3) becoming a Class C misdemeanor under new subsection (c-5).

Increases penalties for mob action participants who inflict great bodily harm, permanent disability, or disfigurement from a Class 4 felony to a Class 2 felony.

Creates a new Class 4 felony offense for mob action participants under paragraphs (2) or (3) who inflict any bodily harm or property damage.
