Amends Section 3-641 of the Illinois Vehicle Code to allow surviving parents of police officers or firefighters who died in the line of duty to receive special memorial registration plates, in addition to surviving spouses.

Special plates are limited to passenger vehicles of the first division or motor vehicles of the second division weighing no more than 8,000 pounds.

Charges a $15 fee for original issuance and a $2 fee for each registration renewal period, with fees deposited into the Secretary of State Special License Plate Fund to cover administrative processing costs.

Plates expire according to the multi-year procedure established by Section 3-414.1 of the Illinois Vehicle Code.

Effective date: January 1, 2013.
