Creates the Task Force on the Advancement of Materials Recycling to review recycling and solid waste management planning in Illinois with the goal of expanding waste reduction, recycling, reuse, and composting efforts.

Task Force shall examine county recycling plans, current and potential waste reduction policies, funding for state and local oversight, household hazardous waste management, and ways to maximize productive use of waste materials.

Task Force consists of 21 members including 4 legislators, directors of environmental and economic agencies, and representatives from local governments, waste management industry, recycling services, environmental groups, and business associations.

Directors of Commerce and Economic Opportunity and Illinois Environmental Protection Agency shall co-chair the Task Force, with members appointed within 90 days and serving without compensation.

Task Force must submit findings and recommendations to the Governor and General Assembly within 2 years of the effective date, after which the Task Force is dissolved.
