Amends the River Edge Redevelopment Zone Act to authorize the Department of Commerce and Economic Opportunity to certify additional pilot redevelopment zones in the City of Yorkville and the Village of Oswego, in addition to the City of Peoria.

Changes the certification authority from "one additional pilot River Edge Redevelopment Zone" to "additional pilot River Edge Redevelopment Zones" (plural) to allow multiple zones across the three municipalities.

Maintains the existing limit that the Department cannot certify any River Edge Redevelopment Zones beyond those authorized in the Act, but may amend and rescind existing zone certifications.

Requires municipalities with certified zones to submit a diversity and inclusion plan within 60 days of certification to encourage participation by minorities, females, persons with disabilities, and veterans.

Takes effect immediately upon becoming law.
