HB4999 Summary

• Amends Section 1A-4 of the School Code concerning powers and duties of the State Board of Education with a technical change to the article text.

• State Board of Education appoints a State Superintendent of Education under a performance-based contract linked to statewide student performance and academic improvement.

• State Superintendent of Education must be appointed at the beginning of each Governor's term after the Governor has made Board appointments, with contracts expiring no later than February 1 every four years.

• State Board may delegate authority to the State Superintendent for Board actions, except for nonrecognizing school districts, withholding State payments as penalties, or making final contested case decisions under the Illinois Administrative Procedure Act.

• Joint Education Committee composed of members from State Board of Education, Board of Higher Education, Illinois Community College Board, and Human Resource Investment Council is abolished on the effective date of the 95th General Assembly amendment.
