Amends the Illinois Code of Civil Procedure to modify foreclosure notice requirements for residential real estate by requiring notice be sent to municipalities, counties, or specific elected officials.

For residential real estate in cities with populations exceeding 2,000,000, requires parties to send foreclosure notice to the alderman for the relevant ward within 10 days of filing and file an affidavit confirming notice was sent; failure to comply results in dismissal without prejudice.

Requires confirmation orders for residential real estate foreclosures to be sent to municipalities or counties, with similar aldermanic notice requirements for large cities within 10 days of entry.

Adds requirement to send confirmation orders to the last-known property insurer of foreclosed residential real estate by first class mail, though failure to do so does not impair foreclosure rights.

Clarifies that minor errors in plaintiff identification, title holder names, or property address do not invalidate the foreclosure notice's legal effect.
