Amends the Nursing Home Care Act and ID/DD Community Care Act to require screening of all persons age 18 or older seeking admission to determine need for facility services, regardless of income or funding source.

Requires facilities to conduct criminal history background checks within 24 hours of admission using name-based inquiries, with fingerprint-based checks initiated if results are inconclusive, unless waived for immobile residents or other health-related criteria.

Mandates facilities notify Department of State Police immediately when residents are identified offenders, and arrange fingerprint-based inquiries within 72 hours to be processed through state and federal criminal history databases.

Establishes standardized fingerprint vendor fees set by Department of Public Health that all approved fingerprint vendors must comply with within 30 days of notification, and requires vendors to be licensed under the Private Detective and Fingerprint Vendor Act.

Replaces references to "livescan vendor" with "fingerprint vendor" throughout the Health Care Worker Background Check Act to broaden the definition and requirements for fingerprint service providers assisting with criminal history checks.
