Establishes a State Missing Persons Clearinghouse within the Department of State Police to replace the I-SEARCH Unit program and serve as a resource for responding to missing children reports.

Requires all law enforcement agencies to enter missing person reports into LEADS (Law Enforcement Agencies Data System) immediately upon receipt and contact the State Missing Persons Clearinghouse personnel to report missing children.

Directs the Department of State Police to compile and maintain data on missing children, conduct prevention education programs, coordinate with other state clearinghouses and non-profit organizations, and track children under Department of Children and Family Services custody.

Modifies the Missing and Exploited Children Trust Fund to remove references to I-SEARCH Units and allow donations and grants to be used for activities supporting missing and exploited children prevention and recovery programs.

Changes the Director's reporting requirement from December 31 to June 30 annually to the Governor and General Assembly regarding State Missing Persons Clearinghouse operations for the previous calendar year; effective January 1, 2013.
