Establishes a $500 investigation fee for new additional service requests and creates a 60 business day approval timeline, with procedures for applicants to cure defects within 10 days of notification.

Allows currency exchanges to continue offering services during the administrative appeal process if authorization is revoked, until a final administrative order is entered revoking the license.

Modifies Section 4 licensing procedures to include 20-day completeness review, 90 business day approval timeline for community currency exchange applications, and 45 business day review period for requests to purchase another currency exchange.

Updates gender-neutral language in license application requirements and establishes formal hearing procedures with transcript cost payment requirements for applicants whose applications are denied.
