Restricts venue for actions where no defendants are residents of Illinois to only the county where the transaction or part of it occurred, eliminating the previous ability to file in any county.

Removes language allowing actions against insurance companies incorporated or doing business in Illinois to be brought in any county where a plaintiff resides.

Redefines residence of corporations, partnerships, and voluntary unincorporated associations by eliminating references to "doing business" and limiting residence to counties where they have registered or actual offices.

Adds requirement that actions must be dismissed for lack of proper venue if no defendants are residents of Illinois and the transaction did not occur in the State.

Applies all changes only to actions filed on or after the effective date of the bill, which takes effect immediately upon becoming law.
