Amends the Higher Education Student Assistance Act (110 ILCS 947/5) to make a technical change to the Act's purpose section.

Removes redundant language by replacing "The" with "The" at the beginning of the purpose statement regarding higher education provision.

Reaffirms the General Assembly's findings that providing higher education to qualified Illinois residents is important to state and national welfare and security.

Authorizes the Commission to offer reasonable and affordable supplemental or alternative educational loans to students as market conditions permit, with priority consideration for students in need-based programs.

Encourages the Commission to develop prepaid college savings programs and enlist employers in providing voluntary matching donations to employee contributions.
