Amends the Property Tax Code Section 20-5 to allow tax collectors to send property tax bills via e-mail as an alternative to mailing physical copies.

Tax bills may only be sent by e-mail at the specific request of the taxpayer.

Taxpayers who request e-mail delivery must notify the collector of any changes to their e-mail address as soon as possible after the address changes.

The 30-day advance notice requirement prior to taxes becoming delinquent remains unchanged regardless of delivery method.
