Amends the Alternative Health Care Delivery Act to add "ambulatory surgical treatment center" (ASTC) to the definitions section, defining it as any institution licensed under the Ambulatory Surgical Treatment Center Act.

Allows postsurgical recovery care centers to discharge patients in less than 24 hours if the attending physician or medical director determines the patient has recovered sufficiently, and permits blood product administration in these centers.

Authorizes postsurgical recovery care center models to provide sleep laboratory or similar sleep studies in accordance with applicable state and federal laws and regulations.

Maintains existing requirements for postsurgical recovery care centers including maximum 48-hour stays (up to 72 hours with medical director approval), maximum 20 beds, location within 15 minutes travel time of a general acute care hospital, and contractual transfer agreements.

Requires reports on variances from 24-hour or 48-hour stay limits to be submitted to the Department with all patient and physician identifiers removed for evaluation purposes.
