Amends the Alternative Health Care Delivery Act to define "postsurgical recovery care center model" as a designated site providing post-operative nursing care, pain control, and observation for generally healthy patients undergoing surgery who would otherwise need inpatient care.

Allows postsurgical recovery care centers to provide sleep laboratory or similar sleep studies in accordance with applicable state and federal laws and regulations.

Creates new Section 85 requiring the Department of Public Health to enforce by rule patient care provisions for postsurgical recovery care centers, including initial nursing assessments, nursing care plans, visiting rules, emergency care procedures, and medication/blood transfusion administration policies.

Requires written discharge instructions, medical staff supervision of all admissions and discharges, and documentation that medication orders are issued in writing with verbal and telephone orders properly signed and countersigned.

Mandates policies for emergency equipment availability (monitoring, oxygen, suction, CPR equipment), transfers via licensed ambulance service, and disaster preparedness procedures for fire, natural disasters, and other patient safety threats.
