• Amends the Department of Revenue Law to require (instead of permit) the Department of Revenue to adopt rules authorizing electronic filing of returns and documents by January 1, 2014.

• Establishes a mandatory deadline of January 1, 2014 for the Department to implement electronic filing rules for any return or document required under Acts administered by the Department.

• Removes provisions that permitted the Department to require electronic filing of income and replacement tax returns for non-individual taxpayers who file federal returns electronically.

• Allows the Department to establish standards for electronically filed returns that accept signatures in forms other than handwritten signatures.
