Amends the Personnel Code to add a new veteran preference provision specifically for Illinois National Guard members meeting service requirements.

Grants Illinois National Guard members who meet service requirements under subsection (e) a 10-point preference in entrance examinations for the Highway Maintainer position with the Illinois Department of Transportation.

Maintains existing veteran preference provisions allowing 10 points for disabled veterans or Purple Heart recipients, 5 points for veterans who served during hostilities under specified conditions, and 3 points for other armed forces service members including National Guard and reserve components.

Requires the Department of Central Management Services to verify veteran status through a certified DD214 form or other acceptable evidence of honorable discharge before granting preference.
