Adds violation of subsection (a-2) of Section 11-1301.3 (using deceased person's disability license plate or parking decal) to mandatory license revocation offenses under Section 6-205.

Creates new subsection (a-2) in Section 11-1301.3 making it a violation to use disability plates or parking decals issued to a deceased person, with driving privileges subject to revocation by the Secretary of State.

Increases penalties for violating subsection (a-1) of Section 11-1301.3 (unauthorized use of disability parking privileges): first offense $500, second or subsequent $1,000, third or subsequent $2,000 with Class A misdemeanor classification.

Adds violations of Sections 11-1301.5 and 11-1301.6 (fictitious/altered and fraudulent disability plates) as grounds for discretionary license suspension or revocation under Section 6-206.

Allows Secretary of State to suspend or revoke disability license plates and parking decals for violations of these provisions, with officers authorized to seize plates or decals at the time of violation.
