Prohibits business entities with annual State contracts exceeding $50,000 from making contributions to political committees supporting State Senators, Representatives, or candidates for those offices for the duration of the incumbent's term or 2 years after contract expiration, whichever is longer.

Prohibits business entities with pending bids or proposals totaling over $50,000 from making contributions to political committees supporting the officeholder awarding the contract, State legislators, or legislative candidates during the period from bid issuance through the day after contract award.

Applies contribution restrictions to affiliated persons (owners with 7.5%+ interest, executive employees, and their spouses) and affiliated entities (corporate parents, subsidiaries, and related political committees) of the contracting business.

Makes contracts voidable if they violate the contribution prohibitions; entities with 3 or more violations within 36 months have all contracts voided and are barred from State contracts for 3 years.

Requires political committees receiving prohibited contributions to repay the contribution amount to the State within 30 days of notice published in the Illinois Register; penalties also published in the Procurement Bulletin.
