• Entities that furnish electric vehicle charging services are not deemed to sell electricity and are not classified as public utilities, regardless of how the service is provided or billed.

• Installation, maintenance, and repair of electric vehicle charging stations must comply with requirements in Section 16-128(a) and Section 16-128A of the Public Utilities Act.

• The Illinois Commerce Commission must establish certification requirements within 18 months for persons or entities that install, maintain, or repair electric vehicle charging stations, including bonding, insurance, and training standards.

• Self-installers (individuals installing charging stations for personal use without assistance) are exempt from certification requirements, but charging stations installed by self-installers cannot be used for commercial purposes.

• Certification of installers and maintainers of electric vehicle charging stations is an exclusive state power; local governments may only apply local licensing, siting, and permitting requirements if they restrict work to Commission-certified entities.
