Amends Secretary of State fees, including a $25 charge for dishonored payments and an additional 25% penalty if amounts over $100 remain unpaid more than 60 days.

Authorizes Secretary of State to waive fees for duplicate certificates of title, vehicle registration, driver's licenses, and state identification cards for disaster victims for 30 days following a gubernatorial disaster proclamation.

Adds personal email address to highly restricted personal information protected under Illinois Vehicle Code.

Increases dishonored payment service charge from $19 to $25 in vehicle registration and titling, with threshold for additional penalties raised from $50 to $100.

Changes driver licensing requirements to extend Armed Forces service exemption from 90 to 120 days, removes marriage as grounds for legal emancipation for graduated license applicants, and removes obsolete seat belt requirements from graduated license provisions.
