Creates Illinois Nurses special license plates available for passenger vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds.

Charges an additional $35 fee for original plate issuance, with $20 deposited to the Illinois Nurses Foundation Fund and $15 to the Secretary of State Special License Plate Fund.

Charges an additional $22 fee for each renewal period, with $20 deposited to the Illinois Nurses Foundation Fund and $2 to the Secretary of State Special License Plate Fund.

Establishes the Illinois Nurses Foundation Fund as a special fund in the State treasury to receive grants distributed by the Secretary of State to the Illinois Nurses Foundation.

Directs fund revenues to promote public health by advancing the nursing profession in Illinois.
