Requires special education and related services to be provided in accordance with a student's IEP no later than 10 days after notice is provided to parents, replacing the previous requirement of "no later than the beginning of the next school semester."

Establishes State complaint procedures allowing parents, individuals, organizations, or advocates to file signed written complaints with the State Board of Education alleging violations of children with disabilities' rights by school districts, cooperative service units, or the State.

Requires school districts and other public entities to submit written responses to complaints within 10 days of receipt and allows State complaint procedures to address non-compliance with due process hearing officer decisions.

Modifies "stay-put" provisions during administrative or judicial proceedings to include mediation and State complaints, with parents having 10 days after mediation concludes or a State complaint determination is issued to file a due process hearing request to continue invoking stay-put protections.

Takes effect immediately upon becoming law.
