Creates the Taxpayer Transparency Act to require public disclosure of appropriation bills before final passage.

Prohibits bills making appropriations from the General Revenue Fund from being considered for final passage in either the House or Senate unless the final bill text is posted on the General Assembly's Internet website for at least 4 calendar days before final legislative action.

Exempts amendments and conference committee reports that contain only technical or non-substantive changes, as well as supplemental appropriations, from the 4-day waiting period requirement.

Takes effect immediately upon becoming law.
