Amends the Statewide Grand Jury Act to authorize statewide grand juries to investigate violations involving corruption of public officials, including theft, fraud, extortion, and violations of Articles 33 and 33E of the Criminal Code.

Adds public corruption crimes to the list of offenses that statewide grand juries may investigate alongside existing authority over narcotics trafficking, money laundering, firearms violations, and gang-related felonies.

Establishes that a Circuit Judge appointed by the Chief Justice of the Supreme Court must determine that a statewide grand jury is necessary, with Attorney General application stating the offense involves more than one county.

Requires either consent from all affected State's Attorneys or good cause showing by the Attorney General if any State's Attorney objects to impaneling the statewide grand jury.

Limits the number of statewide grand juries that may be empaneled at any time to a maximum of two and establishes venue rules for trial of offenses investigated by these juries.
