Extends the deadline for expedited contribution reporting from 30 days to 90 days before an election, requiring reports of $1,000+ contributions to be filed within 2 business days if received within this expanded timeframe.

Applies the accelerated 2 business day reporting requirement only to political committees that support or oppose candidates or ballot measures, or make expenditures exceeding $500 on behalf of or against candidates or measures at that election.

Maintains the standard 5 business day reporting requirement for $1,000+ contributions received outside the 90-day pre-election window.

Takes effect immediately upon becoming law.
