Amends the State Officials and Employees Ethics Act to add a new prohibited political activity for deputy registrars and those assisting with mail-in voter registration.

Prohibits wearing or displaying items expressing support for or opposition to any candidate or referendum question while registering voters or assisting persons in completing mail-in voter registration applications.

Expands the definition of "candidate" in the ethics law to include candidates for federal and local offices in addition to state offices.

Applies the restriction regardless of any collective bargaining agreement provisions.
