Prohibits drivers under 19 years old with instruction permits or graduated licenses from using wireless phones while driving, with exceptions for emergency calls to law enforcement, health care providers, fire departments, or emergency services.

Extends wireless phone restrictions to drivers over 18 with graduated licenses if they committed a traffic violation within 6 months before their 18th birthday, until 6 consecutive violation-free months elapse.

Prohibits all drivers from using wireless phones in school speed zones, highway construction or maintenance zones, and within 500 feet of emergency scenes with activated lights, except for emergency personnel, emergency calls, and voice-operated mode use.

Prohibits all drivers from using electronic communication devices to compose, send, or read electronic messages (including email, text messages, instant messages, digital photographs, and videos) while operating a motor vehicle on a roadway.

Provides exceptions to electronic communication device restrictions for emergency personnel performing official duties, emergency reporting, hands-free or voice-operated mode, commercial vehicle drivers reading installed communication devices, and drivers parked or stopped in traffic.
