Amends the Property Tax Extension Limitation Law (PTELL) to exclude special purpose extensions for unfunded state mandates from the definition of aggregate extension.

Allows taxing districts to make tax extensions for costs associated with state-required unfunded mandates for which the district receives no direct reimbursement without triggering PTELL limitations.

Applies the unfunded mandate exemption to all categories of taxing districts subject to PTELL, including those that became subject before 1995 and those that became subject through referendum.

Takes effect immediately upon becoming law.
