Amends the Illinois Procurement Code to exempt leases of comprehensive physical centers required for local workforce investment areas under the federal Workforce Investment Act of 1998 from the request for information procurement process requirement.

Adds comprehensive physical centers for local workforce investment areas to the list of specialized spaces available at only one location that do not require a request for information process.

Exempts leases of space within comprehensive physical centers for local workforce investment areas from maximum lease term limits (10 years) and the 6-month holdover restriction that apply to other state property leases.

Allows such workforce investment area leases to operate under different terms than standard state real property lease requirements while maintaining other procurement code provisions.
