Amends the State Finance Act to expand conservation practice cost-share grants from the Partners for Conservation Fund to include livestock operations for water quality protection and improvement.

Establishes two special funds in the State Treasury (Partners for Conservation Fund and Partners for Conservation Projects Fund) to protect Illinois natural resources through cooperative partnerships with public and private landowners.

Authorizes fund use for sustainable agriculture practices, soil erosion control, ecosystem protection, natural resource monitoring, inland lake enhancement, and coordination with state and federal conservation programs.

Requires automatic monthly transfers from the General Revenue Fund to the Partners for Conservation Fund from September 1995 through June 2021, with amounts ranging from $0 to $14,000,000 annually depending on fiscal year.

Takes effect July 1, 2012.
