Requires Department of Children and Family Services to convene a multi-disciplinary committee by December 1, 2013 to review investigation procedures for cases involving pending custody disputes under the Illinois Marriage and Dissolution of Marriage Act, with final report to General Assembly by March 1, 2014.

Mandates DCFS to promulgate rules by June 1, 2013 establishing criteria and standards for labeling child abuse or neglect reports as "false" in the state central register.

Requires DCFS investigation teams to include a licensed clinical social worker with experience in the child's specific disability when reports involve children with cognitive or physical disabilities, including assistance with communication methods and interview preparation.

Allows children in DCFS temporary custody or guardianship at time of report to be parties to another person's request for expungement of final findings.

Establishes appeal procedures for guardians ad litem and parents/guardians who are not report subjects to challenge unfounded abuse findings involving serious injuries or death, with appeals conducted by neutral third party, and permits requests via U.S. Mail postmarked within 10 days of final finding notification.
