• Creates a 2-year Registered Nurse Registry Pilot Program administered by the Department of Central Management Services to improve staffing at three State facilities: Manteno Veterans Home, Chester Mental Health Center, and Sheridan Correctional Center.

• Establishes an in-house registry of Registered Nurse I and Correctional Nurse I extra help employees to minimize or eliminate mandatory overtime, developed in collaboration with historical labor representatives of nurses.

• Prohibits use of extra help employees to replace budgeted full-time or part-time nursing positions.

• Allows appointment of extra help nurses only for emergent, unpredictable work that cannot be assigned voluntarily to existing employees, paid hourly with no benefits.

• Limits extra help employees to 900 hours of work per consecutive 12-month period with mandatory review every 3 months; prohibits re-appointment for 30 days after reaching the 900-hour limit and 6 months before reestablishing an appointment at the same facility.
