Extends the deadline for Freestanding Emergency Center (FEC) permit applications from March 1, 2009 to January 1, 2015 for facilities to receive annual Department licenses.

Increases the population threshold for municipalities where FECs can be located from 75,000 to 50,000 inhabitants.

Increases the distance requirement from 20 miles to 50 miles for FECs to be located near their owning hospital and affiliated Resource Hospital.

Creates an exception allowing the Department to issue FEC licenses to facilities in counties without licensed general acute care hospitals if applications were deemed complete by January 1, 2014.

Allows the Department to issue FEC licenses to facilities that filed a letter of intent to establish an FEC by January 1, 2014, provided they meet all other regulatory requirements.
