Allows operation of all-terrain vehicles and recreational off-highway vehicles on county and township roadways for snow removal by plowing, sanding, or salting without requiring standard vehicle equipment or mandatory motor vehicle insurance.

Requires non-highway vehicles used for snow removal to carry farm, home, or non-highway vehicle insurance with minimum coverage amounts matching Section 7-203 standards if not covered under motor vehicle insurance.

Mandates head lamps and tail lamps on snow removal vehicles operating between one-half hour before sunset and one-half hour after sunrise on county or township roadways, with lamps illuminated during operation.

Prohibits snow removal vehicles from crossing toll roads, interstate highways, or controlled access highways, but permits crossings of State highways, municipal streets, county highways, or road district highways when done at 90-degree angles with complete stops and yielding to traffic.

Takes effect immediately upon becoming law.
