Requires the Department of Healthcare and Family Services to establish new annual payment rates for Intermediate Care for the Developmentally Disabled (ICF/DD) facilities and Long Term Care for Under Age 22 facilities licensed under the ID/DD Community Care Act.

Payment rates shall be prospectively established annually based on historical, financial, and statistical data from the most recent cost reports on file for fiscal year 2011, applied to the current rate year and updated for inflation.

Capital cost element for newly constructed facilities shall be based upon projected budgets rather than historical costs.

Annually established payment rates take effect on July 1 in 2012 and subsequent years.

Effective immediately upon passage.
