Amends the Firearm Owners Identification Card Act (430 ILCS 65/13.1) to prohibit local governments, including home rule units, from requiring permits or licenses for firearm ownership or possession beyond the state Firearm Owner's Identification Card.

Declares firearm regulation an exclusive state power and function, prohibiting home rule units from regulating firearm ownership or possession.

Explicitly denies home rule powers under Article VII, Section 6(h) of the Illinois Constitution regarding firearm permits and licenses.

Removes prior language that allowed municipalities to maintain existing ordinances with restrictions greater than state law.

Takes effect immediately upon becoming law.
