Amends the Firearm Owners Identification Card Act by making a technical change to Section 1, removing a duplicate word "that" from the legislative declaration.

Maintains the legislative purpose of establishing a system to identify persons not qualified to acquire or possess firearms, firearm ammunition, stun guns, and tasers in Illinois.

Preserves the use of Firearm Owner's Identification Cards to help law enforcement identify persons prohibited from possessing firearms under Section 24-3.1 of the Criminal Code of 1961.
