Requires the lead agency administering early intervention services to adopt rules including applied behavior analysis services provided by Board-certified behavior analysts as a covered service under early intervention programs, subject to appropriations.

Requires the lead agency administering early intervention services to adopt rules allowing behavior analysts certified by the Behavior Analyst Certification Board to participate in the early intervention program, subject to appropriations.

Takes effect immediately upon becoming law.
