Amends the Comprehensive Health Insurance Plan Act by deleting the exclusion for routine physical examinations and tests, making these services covered under the Plan.

Removes subsection (c)(15) which previously excluded "any expense or charge for routine physical examinations or tests" from covered expenses.

Maintains existing coverage for children under age 16 for physical examinations and age-appropriate immunizations ordered by a physician, as specified in subsection (b)(2.5).

Makes routine preventive physical exams available to all eligible Plan members, not just children, by eliminating the blanket exclusion that previously applied to this category of services.
