Increases Chicago Teacher Pension Fund Board of Trustees from 12 to 13 members by adding one additional pensioner representative.

Changes pensioner board seats from 3 to 4 members, with elections held during the first week of November in odd-numbered years for 2-year terms by mail ballot to all service and disability pensioners.

Requires nomination of pensioner candidates by petition signed by at least 100 pensioners, with 4 candidates receiving highest votes declared elected (previously 3).

Amends State Mandates Act to exempt this legislation from requiring state reimbursement for implementation costs.

Takes effect immediately upon becoming law.
