Amends the Department of Transportation Law to require the Illinois Department of Transportation to develop and publish a public notification policy for construction projects affecting communities

Policy must establish procedures to notify the public of construction projects (excluding emergencies) that require street or lane closures for more than 5 consecutive business days

Requires notification of local public officials in affected communities and mandates the Department provide these officials an opportunity to request a meeting before the closure begins

Policy must be completed and published on the Department's website by January 1, 2013
