Increases the financial threshold for defining political committees from $3,000 to $5,000 in aggregate contributions or expenditures during any 12-month period.

Applies the $5,000 threshold to candidate political committees, political action committees, and ballot initiative committees under the Election Code.

Specifies that the threshold applies to contributions or expenditures made with the purpose of securing ballot placement, advocating for or against candidates or ballot measures, or engaging in electioneering communications.

Takes effect July 1, 2012.
