Modifies Illinois Municipal Retirement Fund (IMRF) surviving spouse annuity eligibility to apply consistently regardless of when the annuitant was in service or the effective date of prior pension legislation.

Removes the requirement that survivor annuities be offset by workers' compensation benefits, allowing full payment of both IMRF benefits and workers' compensation awards.

Specifies that surviving spouses of annuitants who die on or after the bill's effective date are eligible for annuities if they meet the one-year marriage requirement, despite any prior service dates.

Amends the State Mandates Act to declare that implementation of this bill requires no state reimbursement to municipalities.

Takes effect immediately upon becoming law.
