Increases the voter and property owner approval threshold for annexation petitions from a simple majority to 60% in municipal annexation procedures (65 ILCS 5/7-1-2, 7-1-4, 7-1-7).

Requires 60% approval from electors in unincorporated territory for annexation to be successful, instead of a simple majority (65 ILCS 5/7-1-7).

Amends Section 7-1-8 to require 60% support from electors in territory with no electors or territory with electors, and adds mandatory public hearing requirements at least 30 days prior to adoption of annexation ordinance with 20-30 days notice.

Raises property owner consent threshold to 60% for annexation petitions under Sections 7-1-11 and 7-1-12 (previously 50-51%).

Takes effect immediately upon becoming law.
