Increases the deadline for submitting absentee ballot applications from 5 days to 7 days before elections for mail-based applications.

Extends the deadline for physically incapacitated electors to apply for voting at licensed nursing homes, mental health facilities, and ID/DD facilities from 5 days to 7 days before elections.

Changes the deadline for non-registered residents temporarily absent from their county to apply for special absentee ballots (presidential election only) from 5 days to 7 days before elections.

Makes these deadline changes effective immediately upon enactment.
