Excludes vacancies from failure to nominate candidates at general primary elections from the standard vacancy-filling procedures in Section 7-61(c)-(i).

Requires candidates nominated to fill general primary nomination vacancies to file nominating petitions with required signatures within 75 days after the general primary election, with a circulation period beginning when the appropriate committee nominates the candidate.

Specifies that candidates filling general primary nomination vacancies must file nominating petitions, statements of candidacy, resolution to fill vacancy, and economic interest statements on or before the 75th day following the general primary election.

Defines "appropriate committees" for nomination purposes to include committees listed in Section 7-7, legislative committees for State senators, and representative committees for State representatives.

Takes effect July 1, 2012.
