Prohibits third-party vendors from billing consumers for goods or services that appear on telephone bills, either directly or through intermediaries.

Prohibits billing agents from submitting charges to telecommunications carriers on behalf of third-party vendors for goods or services to be billed on consumer telephone bills.

Declares violations of these prohibitions to be unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.

Exempts services provided by telecommunications carriers, their affiliates, wireless services, pay-per-call services, charitable contributions under Section 501(c)(3), and third-party vendors with direct contractual arrangements with the telecommunications carrier issuing the bill (provided informed consumer authorization is assured).
