Amends the Illinois Vehicle Code to authorize issuance of Soldier's Medal license plates to Illinois residents who have earned the Soldier's Medal from the U.S. Armed Forces.

Plates may be affixed only to passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing not more than 8,000 pounds.

Secretary of State has discretion over plate design, color, and format, and may allow plates to be issued as vanity or personalized plates.

Applicants must pay an additional $15 fee for original issuance of the plates in addition to standard registration fees.

The $15 additional fee shall be deposited into the Secretary of State Special License Plate Fund.
