Amends the Boat Registration and Safety Act to require every owner of a watercraft engine to obtain a certificate of title, in addition to existing watercraft titling requirements.

Watercraft engines must be titled using the same application process, documentation, and procedures as watercraft, including descriptions with make, model, year, serial number, and other identifying information.

Department of Natural Resources must refuse title certificates if required fees are unpaid, applicant is not the owner, the application contains false statements, or required information is not provided.

Certificate of title for watercraft engines serves as prima facie evidence of ownership and is not subject to garnishment or attachment, but remains subject to state liens for unpaid fees and taxes.

Transferors of watercraft engines must deliver the properly assigned certificate of title to the transferee at the time of delivery of possession, following the same transfer procedures as watercraft.
